Americans for Tax Reform commends U.S. Rep. Tom Tiffany, the Republican nominee for Wisconsin governor, for signing the Governor Taxpayer Protection Pledge. By signing the Pledge, Tiffany has made a written commitment to Wisconsin taxpayers that, if elected, he will “oppose and veto any and all efforts to increase taxes.”

This is not Tiffany’s first commitment to Wisconsin taxpayers.

In 2020, while serving in the Wisconsin State Senate and running for Congress, Tiffany signed the federal Taxpayer Protection Pledge in his campaign for Wisconsin’s 7th Congressional District. Six years later, Tiffany is making the same commitment in his campaign for governor.

The new pledge also fits with the tax agenda Tiffany has laid out during his campaign.

Tiffany has proposed a 10% income tax cut for working families earning less than $150,000, eliminating state income taxes on tips and overtime, returning Wisconsin’s surplus to taxpayers, and preventing additional sales tax increases. He has also pledged to end Gov. Tony Evers’ 400-year school revenue-limit increase and freeze property taxes.

Wisconsin taxpayers still face four individual income-tax brackets ranging from 3.5% to 7.65%. The state’s top rate remains significantly higher than those of many neighboring and competing states, while states across the country continue cutting and flattening their income taxes.

Tax policy has also become a major dividing line in Wisconsin’s race for governor.

Tiffany’s Democratic opponent, Milwaukee County Executive David Crowley, supported the legislation that allowed Milwaukee County to increase its sales tax and later praised the county’s decision to raise the rate by 0.4 percentage points. Crowley’s proposed 2026 county budget also included an approximately $12 million increase in the property-tax levy.

The Taxpayer Protection Pledge exists because campaign promises on taxes are easy to make and easier to abandon. Signing the Pledge puts that commitment in writing.

Americans for Tax Reform created the Taxpayer Protection Pledge in 1985 to give taxpayers a clear way to know where candidates stand on tax increases. President Ronald Reagan urged candidates to sign the Pledge, and today nearly 1,400 elected officials and candidates at the federal and state levels have made the commitment.

Wisconsin voters now know exactly where Tiffany stands.
