The Big Beautiful Bill passed by the U.S. House on May 22 provides capital gains tax relief for long-term investment and construction in economically distressed areas across all 50 states.

This tax cut extends and improves the Opportunity Zone provision enacted in the 2017 Tax Cuts and Jobs Act.

Americans for Tax Reform has compiled local television news reports on the benefits of Opportunity Zones, and has also compiled written documentation of new, job-creating construction projects around the country.

First introduced by Sen. Tim Scott (R – S.C.) and signed into law by President Trump, Opportunity Zones encourage builders to improve struggling areas. If they invest and stay committed for 10 years, they get a major break on capital gains taxes. And now, thanks to the Big Beautiful Bill, the program will be extended.

This isn’t about flipping properties for a quick profit. It’s about building something real and lasting. As one Kentucky builder said:

“Given the tax break’s 10-year horizon, it encourages a higher-quality product. More care is taken in the entire construction decision-making when you plan to hold the property because it’s not a build-and-flip project.”

The Zones are designated by all 50 state governors.

Ways and Means Chairman Jason Smith (R Mo.) noted of the new provision in this year’s bill:

“Opportunity Zones will ensure low-income and distressed communities, especially those in rural areas, share in this surge of new investments, new jobs, and new possibilities.”

Ways and Means member Rep. Mike Kelly (R – Pa.) said:

“Opportunity Zones have brought new life to America’s Main Streets and communities that have not seen this type of investment in decades.”

Trump-appointed HUD Secretary Scott Turner is a longtime supporter of the Zones. This week he toured the revitalized areas of Erie, Pennsylvania.

Opportunity Zones have become a significant tool for economic development in financially distressed areas across the United States, with Erie, Pennsylvania, emerging as a leader in this initiative.

Introduced in the Tax Cuts and Jobs Act, Opportunity Zones provide capital gains tax incentives to investors who support projects in economically disadvantaged regions. Erie has attracted nearly $400 million in investments, showcasing its success as a model city for this program.

U.S. Secretary of Housing and Urban Development Scott Turner highlighted Erie’s community spirit as a key factor in its success, stating, “Whenever you talk to the people of Erie, there’s always a spirit of team.”

U.S. Representative Mike Kelly emphasized the program’s potential to create jobs and lift communities out of poverty, saying, “This is going to create job after job after job which will create revenue that lift our communities out of the poverty that we’re in.”

Secretary Turner and Representative Kelly visited Erie to assess the progress of Opportunity Zone projects, touring sites like the 12th Street Corridor, Renaissance Center and Frontier Park.

Secretary Turner emphasized the potential of Opportunity Zones to foster innovation and skill development, contributing to economic growth in distressed areas.

Congress is considering extending and expanding Opportunity Zone legislation, which could further enhance its impact on communities like Erie.

As Erie continues to lead in Opportunity Zone development, the city exemplifies how strategic investment can drive economic growth and community revitalization.
