Americans for Tax Reform commends President Trump for his executive orders to achieve a more efficient and effective IRS.
These orders include:
IRS Hiring Freeze: Trump has ordered a freeze on the hiring of all Federal civilian employees within the executive branch as of noon on January 20. For the majority of the federal government this freeze will last 90 days at minimum, but for the Internal Revenue Service this memorandum remains effective until the Secretary of Treasury, alongside the Director or Acting Director of the Office of Management and Budget (OMB Director) and Administrator of USDS, deem that lifting the freeze is within the nation’s interest. Frozen departments are expected to find efficient use of their existing workforce to improve and maintain essential services.
Return to IRS In-Person Work: The heads of all executive branch departments and agencies are to work towards expelling remote work positions and require said employees to work in-person full-time, with the discretion of heads to make necessary exemptions. IRS casework has suffered in the “work from home” practices of IRS employees. Even former Treasury Secretary Janet Yellen noted the work-from-home practices were problematic.
Regulatory Freeze: No executive department and agency rules are to be issued or proposed in any such format until a department or agency head appointed by the President has reviewed and approved the rule. All rules sent to the Office of the Federal Register (OFR), but not yet published in the Federal Register are to be withdrawn immediately. The effective date for these rules are to be considered for postponing, 60 days from the effective date of the Regulatory Freeze memorandum. Within this 60-day period executive departments and agencies are to consider holding a comment period in which interested parties may express issues and concerns pertaining to these postponed rules. Rules that raise significant questions should be brought to the OMB Director for consultation. Actions and rules prior, but may pertain to this memorandum, may call for the modification or continuation of this memorandum such that all rules may be addressed by said department or agency.
Trump Restores Tax Sovereignty by Rejecting the Organization For Economic Co-Operation And Development (OECD) Global Tax Deal: This memorandum acknowledges the United States’ sovereignty and economic competitiveness by declaring that the Global Tax Deal has no force within the nation.
