ATR Opposes Tariff Language in H.R. 2454, Waxman-Markey Energy Tax/cap-and-trade Bill

Americans for Tax Reform (ATR) urges all members of Congress to vote “no” on H.R. 2454, “The American Clean Energy and Security Act,” also known as the Waxman-Markey plan (or Cap-and-Trade/Cap-and-Tax).
 
This bill includes language that, if passed, would impose tariffs on imports from China and other countries if they don’t join a global carbon-reducing regime.
 
  • Trade is the backbone of the US economy, accounting for 25 percent of our economic growth.
  • A tariff is nothing more than a tax on international commerce. Tariffs and trade barriers amount to government-imposed costs on both companies and consumers, and choke international trade.
  • Implementing a tariff on countries for not abiding by environmental standards will accomplish nothing but increase prices for Americans and punish developing nations who rely on exports for economic growth.
  • This provision leaves the door wide open for our key trading allies to implement similar retaliatory measures.
