ATR Opposes Tariff Language in H.R. 2454, Waxman-Markey Energy Tax/cap-and-trade Bill

Americans for Tax Reform (ATR) urges all members of Congress to vote “no” on H.R. 2454, “The American Clean Energy and Security Act,” also known as the Waxman-Markey plan (or Cap-and-Trade/Cap-and-Tax).

This bill includes language that, if passed, would impose tariffs on imports from China and other countries if they don’t join a global carbon-reducing regime.

Trade is the backbone of the US economy, accounting for 25 percent of our economic growth.
A tariff is nothing more than a tax on international commerce. Tariffs and trade barriers amount to government-imposed costs on both companies and consumers, and choke international trade.
Implementing a tariff on countries for not abiding by environmental standards will accomplish nothing but increase prices for Americans and punish developing nations who rely on exports for economic growth.
This provision leaves the door wide open for our key trading allies to implement similar retaliatory measures.
